WIOA Methodology for Assessing Performance as detailed in the Ohio Combined State Plan  

 

Under WIOA, official performance evaluation only occurs annually. After the end of the program year an adjustment of an area’s performance standard(s) may occur as a result of updated demographic and economic indicators by means of the USDOL’s statistical adjustment model. Only after this adjustment process is complete can an official evaluation of an area’s performance be accomplished (TEGL 9-17).

Performance on an individual measure will be interpreted based on the position of the outcome relative to the local area performance standard using the criteria defined below. Achieving a “Success” on all individual measures constitutes that a local workforce area performed successfully. Obtaining a “Fails” on any individual measure constitutes local workforce area failure.

 

Success

When the actual local area performance achieved against an individual performance measure falls in the range o 90 percent or greater of the performance standard for the measure


Fails
 

When the actual local area performance achieved against an individual performance measure is less than 90 percent of the performance standard


 

Note
: For PY 2020 and PY 2021 there will be a lowered implementation threshold for the “success” level for CCMEP WIOA Youth; the threshold will be set at 80% of the

standard.
