Yes, they are two different services in OWCMS. An OST with ITA
Training services for WIOA out-of-school youth may be provided by eligible
training providers who receive payment for their services through an ITA. ITAs
are established on behalf of the participant to purchase a WIOA-funded program
of training services from eligible providers selected in consultation with the
case manager. For participants that enter the program already enrolled in a
postsecondary program, an OST is still applicable, however an ITA is not
needed. This service is also for participants that enroll in postsecondary
training while a CCMEP participant, but the training is funded by Pell grants,
scholarships or other means that do not include CCMEP funding.OST can also be used if the training service is
procured for a cohort rather than using an ITA for an individual.
