Question:

Is a Certificate of Qualification of Employment (CQE) an allowable supportive service?

Answer:

CCMEP WIOA and TANF funding can pay for the cost of the Certificate of Qualification (CQE) as an allowable supportive service and can be treated the same as an expungement fee for criminal records.

The provider should ensure the collateral sanction is truly blocking the person from entering their desired occupation. We recommend trying for the indigent waiver, if available, instead of paying full price. Your county Clerk of Courts should have indigent affidavits and financial statements available in the clerk’s office for your use.

If a program participant needs assistance paying an old bill to obtain utility services, is this allowable through CCMEP?
