Question:
Can a youth under the age 18 be considered a drop-out? 
Answer:

Yes, it is possible for a youth under the age of 18, within the state of Ohio, to be considered a “drop-out”. The state has defined “school dropout” in 5101:10-3-01 (A)(12) for WIOA youth and goes on to define an “out of school youth” in paragraph (E) of the rule, as well.
