An offender is an individual who is or has been subject to any stage of the criminal justice process and may benefit from WIOA-funded services, or requires assistance in overcoming barriers to employment resulting from a record of arrest or conviction. In most cases, a minor traffic infraction does not meet this definition. OAC rule 5101:10-3-01.
