The Ohio Department of Job and Family Services (ODJFS) releases this Request for Application (RFA) for the purpose of soliciting proposals from County Child Support Enforcement Agencies (CSEAs) for the development and administration of programs which will achieve the programmatic goals of the federal funding in the respective counties. Under the terms of this funding source, activities which Ohio may fund include the following program components:

  1. Court-ordered or voluntary mediation, centering on access and visitation disputes arising as a result of divorce or paternity establishment
  2. Neutral drop-off and pick-up points for visitation at various places throughout the community such as CSEAs, Family Resource Centers, Salvation Army, or the YMCA;
  3. Supervised visitation;
  4. Parenting classes.

CSEAs are strongly encouraged to develop their proposal to provide one or more of the above for eligible services in partnership with existing community agencies, service organizations, advocacy groups, Domestic Court or Juvenile Court. However, the CSEA must actually submit the proposal and be identified as the lead agency through which all grant funding will flow; proposals submitted to ODJFS from any organization other than CSEAs will be disqualified. Proposals will be evaluated in part on the applicants' development and use of these partnerships.

This RFA is released by, and the subsequent contract will be with, ODJFS. The contract expected to result from this RFA process will be an agreement between ODJFS and the selected CSEAs.

If interested vendors have a need to communicate regarding this RFA, they must contact ODJFS using one of the mechanisms provided for in RFA Section I, 1.7, Internet Question and Answer Period/RFA Clarification Opportunity, or RFA Section I, 1.8, Communication Prohibitions, of this RFA. Vendor proposals must be submitted to ODJFS in strict accordance with proposal submission instructions provided in Section IV, 4.2, Format of Submission of the Proposal. Vendors are cautioned that communication attempts which do not comply with these instructions will not be answered, and that ODJFS will not consider any proposals submitted to any address other than the one provided in Section IV, 4.1, Proposal Submission of this RFA.

All submissions must be received no later than the date, time and location as specified in Section IV of the RFA.
