The Ohio Department of Job and Family Services (ODJFS) releases this Request for Proposals (RFP) for the purpose of obtaining a vendor to provide actuarial services for the Ohio Medicaid program. These services include: (1) the preparation of actuarially sound capitation payment rates for Managed Care Plans (MCPs) who are authorized under § 5111.17 of the Ohio Revised Code (ORC) to provide services to Medicaid enrollees in the Covered Families and Children (CFC) and a portion of the Aged, Blind, and Disabled (ABD) programs; (2) assistance in preparing the Medicaid budget, including the integration of managed care rate setting and identification of industry trends in price, utilization and management of health care services; and (3) actuarial services related to the operation of the Medicaid Managed Care Program.
ODJFS is seeking vendors who are qualified to develop and certify capitation payment rates as being actuarially sound according to the standards set forth in 42 Code of Federal Regulations (CFR) 438.6(c)(1): specifically by "...actuaries who meet the qualification standards established by the American Academy of Actuaries and follow the practice standards established by the Actuarial Standards Board."
