The Ohio Department of Job and Family Services (ODJFS) releases this Request for Applications (RFA) to non-profit organizations seeking grant awards to provide statewide Child Care Resource and Referral (CCR&R) Services in any of Ohios twelve service delivery areas (SDAs). This ODJFS RFA is intended to make child care resource and referral services available to all Ohio families, to all early child care and education providers, to employers and to the community, by establishing and/or maintaining a coordinated system of locally-based CCR&R Service Organizations. CCR&R services improve coordination; promote community level planning; and support the development of services in response to community needs; and are available in the state regardless of income. Only appropriately qualified non-profit agencies may apply for an award of a CCR&R grant by submitting an application in compliance with the requirements established in this RFA. Applicants will be selected based on a timely response to this RFA and the ability to meet the minimum qualifications established in this RFA as demonstrated in the application. ODJFS will use the selection criteria established in this RFA to identify organizations that will serve the twelve service delivery areas (SDAs). Interested vendors must submit proposals in strict accordance with the instructions provided in this RFA for award of grants. Should any one agency propose to provide CCR&R services to more than one SDA, that agency must complete and submit a separate application packet, appropriately marked, for each SDA the agency proposes to serve. Each submission will be reviewed separately, and selection for grant awards will be made by ODJFS for each SDA based on the number and quality of applications submitted for that SDA. The Office for Children and Families (OCF), Bureau of Child Care and Development (BCCD), will administer the grants, and is responsible for state level supervision. If interested vendors have a need to communicate regarding this RFA, they must contact ODJFS using one of the mechanisms provided for in RFA Section IV., Internet Question and Answer Period/RFA Clarification Opportunity, or RLB Section V., Communication Prohibitions, of this RLB. Vendor proposals must be submitted to ODJFS in strict accordance with proposal submission instructions provided in Section X., Format of Submission of the Proposal. Vendors are cautioned that communication attempts which do not comply with these instructions will not be answered, and that ODJFS will not consider any proposals submitted to any address other than the one provided in Section VI., Submission Information of this RFA.
