Sandra Solano-McGuire and Bradley Singer
Join Executive Medicaid Management Administration
Two veteran public health professionals have been tapped to join the newly formed Executive Medicaid Management Administration (EMMA). EMMA executive director Cristal Thomas has named Sandra Solano-McGuire policy advisor, and Bradley Singer legal counsel. Both will began their roles March 3.
"Brad and Sandra bring a wealth of knowledge and skill sets to the table," Thomas said. "Their insights and guidance will undoubtedly assist in developing a distinct course of action to coordinate Medicaid policies."
Solano-McGuire, currently the assistant deputy director for the benefits division of the Ohio Department of Job and Family Services Office of Ohio Health Plans, has more than 15 years' experience in health care policy, quality of care, and health statistics. She served as director of Clinical Quality Management at the Ohio State University and was responsible for re developing Ohio's vital statistics system while at the Department of Health. As EMMA policy advisor, Solano-McGuire will chair the EMMA Strategy and Policy Subcommittee, perform research, and serve as an advisor on Medicaid policy and operational issues.
Singer, has a strong record of community service, including the dual role as board chair and legal counsel of the Mental Health, Drug and Alcohol Services Board of Logan County. He worked to create the Western Ohio Rural Federation and serves on the board of directors of Champaign Residential Services, Inc., a provider of MRDD services. As legal counsel, Singer will chair the EMMA board Legal and Program Integrity subcommittees, conduct and provide legal research and advise on Medicaid-related matters.
EMMA was established in 2007 by Governor Ted Strickland as an independent, cabinet-level office that will coordinate the management and implementation of the Ohio Medicaid program across state agencies. The agency will improve the efficiency of Medicaid programs and operations. EMMA will also support Ohio's compliance with federal Medicaid regulations, avoid conflicting policy decisions, and maximize federal funding by making timely and effective decisions
