Ohio’s Annual Report provides current information on Workforce Innovation and Opportunity Act (WIOA) programs. These programs are designed to help job seekers and workers succeed in the labor market.  They seek to increase work readiness, educational attainment, occupational skills, employment, retention and earnings.  These programs are also geared toward the improvement of the quality, productivity and competitiveness of the workforce and the reduction of welfare dependency for Ohioans and the nation. WIOA programs also assist employers with competing in the global economy in addition to promoting employment in in-demand industries and occupations.

This program year’s WIOA (PY) 16 Annual Report provides a summary of WIOA implementation, participant and performance information for July 1, 2016, through June 30, 2017.

Adult and Dislocated Worker Programs
  • Entered Employment - Percentage employed in the 1st quarter after program exit
  • Employment Retention - Percentage of those employed in the 1st quarter after program
    exit and who were still employed in the 2nd and 3rd quarter after program exit
  • Average Earnings - Earnings in the 2nd and 3rd quarters after exit compared to a negotiated standard
Youth Program     
  • Placement in Employment or Education - Entered employment or enrolled in education or training 1st quarter after program exit 
  • Attainment of a Degree or Certificate by Participants - Percentage of youth participants that earned a diploma, GED or certificate 
  • Literacy and Numeracy Gains - Attainment of an increase of literacy and numeracy skills by youth participant
