The Ohio Department of Job and Family Services (ODJFS) utilizes Delphi 5 software to support Work Opportunity Tax Credit (WOTC) application processing within the agency. A current initiative involves making time critical upgrades to current Delphi programming; with the expectation of converting and re-engineering this application as replacement of the current legacy Delphi 5 / DB2 application in JAVA 6 / Oracle 11i for the Office of Workforce Development.

The purpose of this bid request is to procure the on-site services of ONE (1) Senior Delphi 5 / Java 6 IT  technical resource with experience developing and implementing solutions using Delphi - JAVA - Oracle11i and/or DB2 relational database.  This resources will provide senior level analysis and programming services to the Web and Business Solutions section of the Office of Information Services.  Specific duties of these IT professionals include, but are not limited, to:

A.       Work directly with or lead a team of State business and development staff; utilizing Delphi/Java software connected to a relational data base.

B.     Translate business requirements into a sound and thoroughly documented system design.

C.      Participate in and support the lifecycle development of a Delphi and/or Java application.  The current initiative involves concurrent upgrades to existing Delphi programming in concert with developing a new platform application in JAVA in support of applications for and determination of the States Work Opportunity Tax Credit system.

D.     Follow the ODJFS structured software development process, design, develop and test algorithms, screens and processes using Delphi5/Java6 software and Oracle 11i or DB2 relational database.

E.      Develop, design and create Business Intelligence reporting processes.

F.     Create technical and user documentation according to JFS standards.

G.     Create useful and application supportive help documentation and screens geared to novice end user needs.

H.      Assist with the system and user acceptance testing of the final product, making changes as directed or appropriate.

I.        Possess excellent written and oral communication skills in the English language. 

J.       Be capable of reporting to work Monday through Friday 8:00am to 5:00pm for the duration of the contract.
