    The intent of this Request for Letterhead Bid (RLB) is to obtain a Project Manager and Business Systems Analysts to work with the staff of the Bureau of Child Care Development and the Office of Information Systems to:

     A.  Identify business process changes required at the ODJFS and county departments of job and family services (CDJFS) to implement automated child care eligibility determination functions. 

    1.  Develop implementation requirements that define changes to operational processes used to validate and approve eligibility;

    2.  Develop a training program that the ODJFS will utilize for a statewide roll out for automating the eligibility processes;

    3.  Identify and develop processes that counties may use to further augment the eligibility determination and payment processes; and

    4.  Work with ODJFS and their existing contractors to ensure training and policy changes are in alignment with the technical construction and integration with the existing CRIS-E system.

     B.  Identify business process changes required at the ODJFS and CDJFS to implement provider payment processes to be administrated at the state level.

    1.  Define the business process changes required to manage provider payments at the state level; and

    2.  Document policy change requirements and fiscal processes to be implemented to enable payment of child care providers through the ODJFS County Financial Information System (CFIS) and Ohio Financial Information System (OFIS) to the Ohio Administrative Knowledge System (OAKS).

    C.  Define Time and Attendance requirements

    1.  Review existing business requirements to automate tracking of child care services; and

    2.  Revise and refine requirements based on information collected in items A and B.
