Our mission is to design, implement and manage high-quality, cost-effective, and accessible home and community programs for eligible individuals with disabilities.

What is BHCS?
BHCS is one of eight bureaus within the Office of Ohio Health Plans, Ohio Department of Job and Family Services. BHCS administers the Ohio Home Care Program, consisting of four benefit packages of Medicaid home and community-based services, which includes two home and community-based services waiver programs. These programs, the Ohio Home Care Waiver and the Transitions Waiver, are authorized by Section 1915(c) of the Social Security Act and operated through a special arrangement with the federal government. Services delivered under the other two benefit packages, Core and Core Plus, are part of Ohio Medicaid's State Plan.
