Benefit Coordination and Recovery

The Benefit Coordination and Recovery (BCARS) section has three responsibilities: Buy-In, post payment recovery contract management and cost avoidance. The Buy-In unit processes client eligibility changes that cannot be processed through the eligibility system; ensures payment for Medicare premiums for certain groups of clients. Public Consulting Group (PCG) is under contract with ODJFS to recover payments from other health insurance companies when Medicaid should have been payer of last resort. BCARS monitors this contract. Cost avoidance receives information on other health insurance companies from the counties for Medicaid clients, verifying this other insurance information and maintaining the appropriate files to assure claims are cost avoided.
