Fiscal Policy and Compliance Overview

The Office of Fiscal & Monitoring Services, Bureau of County Finance and Technical Assistance houses the Fiscal Policy and Compliance Section.  The Section researches and develops guidance regarding state and federal fiscal requirements and monitors the compliance of those requirements by reviewing and monitoring corrective action plans initiated and reported by county and local area grant subrecipients.

 

Fiscal Policy   

The Fiscal Policy staff are responsible for the development and writing of Ohio Administrative Code rules and fiscal administrative policy providing guidance and procedures for administrative and reporting functions and requirements of workforce development agencies/local areas, as defined in ORC §6301.01, and for county family services agencies, as defined in ORC §307.981.

The primary function and purpose of implementing fiscal policy and Ohio Administrative Code rules is to provide direction and technical assistance, and to ensure statutory compliance with the Ohio Revised Code and federal regulations.

All fiscal or fiscally-impacted rules, policies, manual transmittal letters, forms, and administrative procedure letters developed and maintained by the Fiscal Policy and Compliance Section for the operational use of the Bureau of County Finance and Technical Assistance (BCFTA) may be accessed through this web site and can be found in the Fiscal Administrative Procedures Manual (FAPM) under Local Administration on the ODJFS eManuals page. 

Most fiscal policies are filed as internal management rules and can become effective 10 days after completion. Rules exemplifying emergency legislation, legislative rescission of existing rules or rules that are required to be filed under Chapter 119 of the Ohio Revised Code are exceptions to this timeframe.

Fiscal Compliance   

The Fiscal Compliance staff are responsible for monitoring corrective action plans and repayments resulting from audit findings and fiscal deficiencies discovered in local family services agencies and local areas. 

A-133 audits conducted by the Auditor of State's office on county agencies and local areas are reported to the Office of Chief Inspector (OCI).  Fiscal Compliance staff assist the subrecipient in resolving these problems in order to prevent a reoccurrence of the finding.

All fiscal or fiscally-impacted rules, policies, manual transmittal letters, forms, and administrative procedure letters developed and maintained by the Fiscal Policy staff are used to assist county agencies in the correction of noted deficiencies.

When agencies have resolved the matters listed in the audits, the Compliance staff notifies OCI that all necessary resolutions have been met.
