Fiscal Policy

The Policy Unit, within the Office of Fiscal Services, is responsible for capturing fiscal policy and procedures as Ohio Administrative Code Rules. The purpose of ODJFS Ohio Administrative Code Rules is to provide fiscal policy regarding the administrative functions and requirements of county job and family service agencies.    All rules, manual transmittal letters, procedure letters and forms utilized by the Bureau of County Finance and Technical Assistance (BCFTA), are made available via this website. These rules, letters and forms are management tools designed for both ODJFS and counties and can be found in the Fiscal Administrative Procedures Manual (FAPM) found under Local Administration on the ODJFS eManuals page. 

Policies are generally developed in the order in which they are received. Under normal circumstances and procedures, most fiscal policy will be filed as internal management rules and can become effective (at earliest) 10 days after they are filed. Exceptions to normal circumstances and procedures would include, but are not necessarily limited to, rules affected by emergency legislation, legislative rescission of existing rules and certain rules which are required to be filed under Chapter 119 of the Ohio Revised Code and require a Public Hearing before filing.

It takes a minimum of 45 days for a rule to be developed.  Completion of policy within this time frame is contingent upon expedient responses to requests for information/input. Initiators of fiscal policy are requested to provide a detailed explanation of the proposed policy (intent, history and legal issues) via the submittal of a Fiscal Rule Request, which includes the following:

  • The program content as it relates to fiscal services.
  • Supporting documentation such as laws, citations, rules, e-mail correspondence between program administrators, etc.
  • Name, address, telephone number and e-mail address of the designated contact/ resource person for the project requested.
  • Other resource people that should be notified to participate as members of possible workgroups and/ or reviewers of the proposed policy.

Compliance

Staff in the Compliance Unit work closely with counties to develop corrective action plans and determine necessary financial adjustments that may result from audit findings.  Counties are alphabetically assigned to the compliance analysts, who also monitor corrective action plans to completion in order to eliminate repeat audit findings.
