The OWF Participation Rates Report provides statewide and county performance
levels for the federal and state All-Family and Two-Parent participation rate
standards. The report covers a six-month period and provides preliminary
participation rate data for the most recent month available and final data for the
preceding five months. The report was designed to assist the state, counties, and
service providers in tracking each county's participation rate standards.
Under the federal welfare reform law, H.R. 3734, each state must meet work
participation rate requirements or face a possible reduction of federal TANF
funding. There are two federal work participation rate standards that each state
must meet: 1) All-Family and 2) Two-Parent. The All-Family standard applies to
all families receiving Ohio Works First who have an adult or minor head of
household in the assistance group. The Two-Parent standard applies to two-parent
families receiving Ohio Works First who have an adult or minor head of household
in the assistance group. In addition to the federal requirements, state H.B. 408
mandated state work participation rate standards: 1) All-Family and 2) Two-Parent.
The Two-Parent standard is the same as the federal Two-Parent standard with the
All-Family standard being set slightly higher.
