The Hospital Franchise Fee Program (HFF) was enacted as part of Ohio's 2010 - 2011 Biennial Budget bill (Am. Sub. H. B. 1 of the 128th General Assembly). The HFF is assessed to all hospitals that meet the conditions in Sections 5112.40 to 5112.48 of the Ohio Revised Code.
