Overview
The MCAC provides an ongoing avenue for ODJFS to obtain and exchange information, discuss, and make recommendations on a wide range of Medicaid issues with its members. This avenue runs both ways, with information traveling both from ODJFS to community members, and from community members to ODJFS. As an on-going committee, the MCAC provides a continuing forum for consideration of these matters.
The MCAC was established by ODJFS in part to comply with requirements of Section 1902(a)(4) of the Social Security Act. The purpose of the committee is to provide advice on policy development and program administration regarding ODJFS' health and medical services. This may include policy, program, and financial items including availability, utilization, abuse, accessibility, quality, cost, continuity, and comprehensiveness of the Medicaid program and other publicly funded health care programs administered by ODJFS. The committee meets bi-monthly and has subcommittees which meet to consider current and developing issues. ODJFS staff attend subcommittee and committee meetings, and present current reports on the program.
The committee uses the following means to achieve its purpose:
1. Review and make recommendations on Title XIX and publicly funded health care programs administered by the department.
2. Identify unmet health and medical care service needs to Title XIX recipients and other low income persons and recommend possible solutions.
3. Identify, review, and assist with planning and evaluation regarding service problems, policy issues, and concerns of providers and consumers involved in the Title XIX and public funded health care programs administered by the Department and recommend possible corrective actions which may include such items as reimbursement principles, utilization, access, quality assurance and grievances.
4. Advise and assist with the Department's efforts to improve communications and education programs regarding the Department's health and medical care service program goals and objectives.
5. Provide a written annual report of the Committee's activities, findings, and recommendations to the Director of the Ohio Department of Job and Family Services.
The committee is comprised of physicians, other health care providers, advocates, Medicaid recipients, and other interested parties. This collection of individuals provides an opportunity for discussion and recommendations about how ODJFS can meet the medical needs of those low-income Ohioans it is authorized to serve.
