The Ohio Department of Mental Retardation and Developmental Disabilities (ODMR/DD) operates the Community Alternative Funding System (CAFS), also referred to as the Habilitation Center program, under a federally approved Medicaid state plan. In 2004, the federal Centers for Medicare and Medicaid Services (CMS) informed the Ohio Department of Job and Family Services (ODJFS) of concerns it had around CAFS program non-compliance with federal Medicaid requirements.
